Where ICE Detainees Go After Release

An ICE custody event can end in more than one way. The agency may release a person under immigration conditions, transfer the person within its detention network, remove the person from the United States, or deliver the person to another authority. The label and destination in the ICE record matter. Ending ICE detention does not establish the result of a Wallowa County criminal case, just as leaving the Union County Correctional Facility does not establish that immigration custody also ended.

A community release from ICE may involve reporting or other conditions that are distinct from Oregon probation, parole, or post-prison supervision. Ask each custodian about only its part of the custody trail.

How to Confirm an ICE Release

Begin with the record that identifies the receiving agency. The mixed Union County roster has no release or destination field, so a disappearance from that current PDF cannot answer the question. Request the Union jail register or custody-movement entry for the Wallowa booking, including the exit time, coded reason, holds, and receiving agency. Use ICE only when that record or another reliable source points to immigration custody.

1. Ask Union County Corrections whether the named Wallowa booking ended in community release or transfer, and request the destination field.
2. If ICE is named, gather the nine-digit alien registration number, country of birth, complete name, and date of birth when lawfully available.
3. Search the official ICE Online Detainee Locator by A-number and country of birth, or use the biographical search.
4. Read the result only as an ICE status. Do not treat it as a Wallowa court disposition or a complete release history.
5. For an older or official record, submit an ICE Freedom of Information Act request describing the detention and release documents and date range.
6. Check the Wallowa Circuit Court record separately for the criminal case outcome and any Oregon order.

The locator searches eligible people detained by ICE and certain people held by Customs and Border Protection for more than 48 hours. Biographical spellings must match the agency record. An A-number search is often more exact because names can be shared or entered in different forms.

ICE Transfers After Wallowa Jail Release

ICE’s official attorney-resource guidance gives this system one unusual historical feature: the locator may include people released from ICE custody during the prior 60 days. That narrow window can help after a documented immigration transfer from a county jail. It is not an archive, and it is not evidence that Wallowa County has a standing ICE contract. Research found no official source establishing an ICE detention center or contract facility in Wallowa County.

The ICE attorney information page explains the recent-release coverage and the locator’s role. This guidance makes the tool useful for a limited follow-up, but the underlying agency record is still needed when the exact date, authority, or destination matters.

Once that window passes, a missing result proves very little. It may reflect the time limit, spelling, locator eligibility rules, transfer, removal, or a record that is not displayed. Preserve the source and access date for any status you see, then verify it with ICE or the relevant record custodian.

A Union jail transfer line and an ICE locator result document different events. The first can show when county jail control ended and identify an immigration receiver. The second may show a federal detention status or a recent ICE release within its coverage. Compare the name, A-number when lawfully available, dates, and destination rather than merging the entries by name alone. If the county record lists no ICE hold or transfer, do not use the federal locator merely because the person disappeared from the current jail PDF.

Requesting ICE Detention and Release Records

The official records path is ICE FOIA. A useful request names the person, supplies the A-number when permitted, identifies the known facility or field office, states the date span, and asks for custody intake, transfers, release date and authority, destination, and related releasable detention records. Asking for existing documents is clearer than asking the agency to investigate or explain events.

The ICE Freedom of Information Act page provides the federal request route and current instructions. The request page is the durable route when a locator result has expired or a formal detention and release chronology is needed.

Identity verification or the subject’s authorization may be required for nonpublic personal information. ICE can redact material under privacy, safety, security, and law-enforcement exemptions. An immigration A-file may be held by U.S. Citizenship and Immigration Services, while medical or other protected material may not be released. Ask for segregable nonexempt portions rather than assuming every part of the file is public.

Wallowa Regional Custody Before ICE Transfer

Wallowa’s regional custody arrangement explains why the ICE question starts outside Enterprise. Under the July 2023 through June 2028 jail-use agreement, Union County reserves at least six spaces and allows up to eight for Wallowa prisoners. Wallowa Sheriff can document an arrest and transport, but Union County is normally the physical jail custodian under that agreement. Earlier county records also describe transports “over the mountain” to Umatilla, showing that the holding location has changed over time.

That local history creates a record chain rather than a single lookup. Wallowa may hold the arrest, incident, transport, dispatch, or evidence record. Union may hold the jail booking, release line, photograph, holds, and destination. ICE holds its own detention and release record only if immigration custody actually followed. The Wallowa Circuit Court retains the local criminal case record in Enterprise.

Request the local records in the order the custody moved. Wallowa Sheriff can identify the arrest and initial destination. Union's jail register can show its admission, exit time, hold disposition, and receiving agency. Only then does an ICE search have a supported link to the Wallowa event. Earlier references to transport over the mountain also warn against assuming that today's Union arrangement governed every older booking. The date of the custody episode must match the agreement and actual custodian.

Which Wallowa Release System to Check

Each public system answers a limited question. Matching the system to the known custodian prevents a false conclusion based on a missing name.

For an older ICE event, the public locator may no longer return the person even when the county transfer is well documented. ICE FOIA is then the durable path for releasable detention and release records. A federal immigration file can also involve USCIS, and protected personal, medical, security, or law-enforcement material may be withheld. Ask for segregable portions and identify the exact date span instead of requesting an unexplained full file.
